Cosmetologist charged with unlawful surgery on tummy tuck scar

SANTA ANA – A Costa Mesa cosmetologist was charged Thursday with practicing medicine without a license after she allegedly caused second-degree burns while attempting cosmetic surgery on a tummy tuck scar with a laser.

Tuyet H.T. Luong, 36, of Anaheim, faces a possible six-year term in prison if convicted. She was also charged with a sentencing enhancement for causing great bodily injury.

Luong, a cosmetologist at MC Beauty Center in Costa Mesa, told a female customer getting her nails done in January that she could flatten a tummy tuck scar with a laser device in the back of the salon for $500, according to a statement from the Orange County District Attorney’s Office.

Once in the back room, Luong covered the scar with a topical ointment – supposedly to numb the area – and used a 120-Volt laser heat device over the scar, prosecutors said.

Luong then used the laser several times, occasionally stopping to reapply the ointment, according to prosecutors. After several minutes, the victim began to complain of pain and could smell her skin burning. …
